SCAATCN Request For Proposal Information
The South Carolina African-American Tobacco Control Network (SCAATCN) was established in July 1998 to deal with the issue of tobacco prevention from its' own diverse perspective. The Network was created out of a necessity to competently address the unique issues that exist given the history of African-Americans in a tobacco growing state. The purpose of SCAATCN is to create an infrastructure for tobacco use and prevention in African-American communities throughout the state.
SCAATCN intends to subcontract by funding groups and organizations to reduce tobacco use within African-American communities throughout South Carolina.
Tobacco and Public Health
Tobacco use is the leading preventable cause of disease and premature death in South Carolina. Currently , about a quarter of adults smoke cigarettes and more than a third of high school students report having smoked within the past 30 days. The majority of smokers become addicted to nicotine before the are legally old enough to purchase tobacco products. African-American men who suffer the highest rates of heart disease, stroke, diabetes, and various cancers are also the majority of smokers. The prevalence of tobacco use among minority teenagers has dramatically increased, mirroring the increase in industry targeting of minority communities through advertising and promotion.
SCAATCN will address four broad strategies to address tobacco use among African-Americans. Each activity must be designed so that a policy outcome is accomplished. With each strategy, a policy change will be stated.
- Eliminate exposure to environmental tobacco smoke (secondhand smoke)
Policy Outcome: Voluntary smokefree environments.
- Promote quitting among youth and adults (cessation)
Policy Outcome: Voluntary adoption of cessation policies.
- Prevent Initiation among youth
Policy Outcome: Voluntary smokefree environnments and cessation policies.
- Identify and Eliminate Disparities among population groups
Policy Outcome: Addressing the need for inclusion of diverse outreach methods, cultural and appropriate materials.
To coordinate these strategies a matrix was developed outlining activities that SCAATCN will be engaged in this program year. As part of the application, we will solicit RFP's (Request for Proposals) for some of the activities within the matrix.
Activities eligible for funding are:
- Development of culturally relevant ETS/secondhand smoke educational piece (brochure, stickers for car windows or businesses).
- Funding to conduct community events to recognize Great American Smoke Out Day (Nov 2002), Kick Butt Day, (April 2003), and World No Tobacco Day, (May 2003).
- Advocacy training for adults and for youths to be used in predominately AA schools, Headstart Programs, churches, and organizations.
- Activities that prevent youth smoking focused around cultural events and educational programs.
- Development of media messages promoting SCAATCN, anti smoking messages geared towards secondhand smoke.
- Funding Timeline
Projects will be funded for activities to occur between November 4, 2002 - May 16, 2003
- Guideline Eligibility
Applicants must meet all eligibility guidelines listed below.
- Eligible applicants include organizations (non-profit businesses and private) and local coalitions that are members of SCAATCN
- Applicants must be comprised of at 51% African-Americans on their Board and/or staff
- All Applicants are required to submit a brief description of the organization, its members, and any health related activities
- Applicants must agree to attend regional SCAATCN meetings for information and skills building opportunities
- Applicants must agree to attend a mandatory workshop on record keeping and proper documentation of project activities.
- Objective
The applicant must indicate which of the activities they will focus on and which of the broad strategies/policies will be addressed. This should not exceed one page. Make sure objectives/outcomes are stated in a concise manner, activities, and projected date of accomplishments and who will be the primary person responsible for activities.
- Funds
- Awards will not exceed $2,000.00 per applicant.
- Contracts will only fund activities described under the broad strategies/policies.
- A budget sheet, not to exceed the amount requested should be provided with the proposal. (Example below).
- Successful applicants cannot subcontract any of their funds.
- No equipment can be purchased with funding.
- Submit a narrative and financial report upon completion of activities by June 6, 2003.

A selection committee will review proposals and recipients will be notified of approval by October 20, 2002. A contract will then be drawn up between the recipient and SCAATCN outlining project goals and time line.
